The following articles represent a range of responses, largely European, to the Sept. 11 attacks and the subsequent events. However, the selection is not intended to document the full spectrum of European opinion or even to survey a random kaleidoscope of reactions. Rather, these responses to the attacks and to the Afghan War reveal that, beneath the surface of international support and especially West European solidarity with American foreign policy, fundamental issues are emerging as new fault lines of dispute.
