The Military Significance of September 11

The Sept. 11 attacks on the WTC and on the Pentagon were acts of war whose military character defines an altogether new geopolitical predicament. Here, the nature of the enemy is crucial. The perpetrators of these attacks have defined themselves as foes, and have waged war against civilians.1 By contrast, the US and its allies have refused to regard the enemy as a foe. This peculiar situation calls for an examination of the changed nature of war, and what this entails, not only with regard to the conduct of hostilities, but also to the treatment of prisoners.
