Is It Possible to Manifest a Concern in Peace?

There is always something disturbing about manifestos, especially anti-American manifestos issued by European intellectuals. A critical linguistic analysis of the Manifesto issued by the International Committee "Non à la Guerre/Stop the War," would begin by questioning the phrase "Europeans Want Peace!" Certainly, most Europeans want peace. But are most Europeans against the current war in Kosovo and Yugoslavia? It seems presumptuous for this committee to speak on behalf of all Europeans.
